Last Mile - Forschungsprojekt zur Risikoabschätzung und Evakuierungsplanung bei Tsunami Ereignissen

The undersea earthquake in the Sumatra-Andaman region on the 26th December 2004 triggered a series of devastating tsunamis that swept through the Indian Ocean. Local residents, tourists and administrations were completely unaware of threats caused by a tsunami-hazard. Beyond the loss of more than 280.000 human lives, the tsunami in December 2004 caused enormous environmental and economic impacts in many of the densely populated coastal areas in SE Asia. Indonesia was hit worst by the tsunami wave. Again, in July 2006 a tsunami in Java killed app. 600 people, even though the wave was detected in time. However, the warning did not reach the endangered population. This circumstance is described as the problem of the "last mile" meaning that the detection of a Tsunami is only reasonable, if the warning reaches the population in time. The research and development project "Last Mile" targets on that deficit. Detailed hazard risk maps, evacuation plans and a 3d-city model based on high-resolution aerial imagery of the Indonesian city of Padang and adjoining coastal areas will be provided. Bathymetric data and large scale topographic data will be used for modelling the propagation of a potential tsunami. Knowing threatened buildings and areas, preemptive measures can be initiated. The 3D-city model combined with hydrostatical calculations, and evacuation plans will be visualized in a 3D internet application open to public users. The web-interface will support local authorities to improve the matter of the "Last-Mile" by informing affected people in advance of the risk linked to a tsunami event.

Project team

Last-mile is a joint project funded by the German Ministry of Education and Science(1) and is carried out by several partners: the United Nations University Bonn, the Leibniz University Hannover, the University Würzburg, the German Aerospace Centre in Oberpfaffenhofen and Berlin, the Technical University Berlin, the Faculty of Informatics at the University Bonn and the RSS GmbH in Munich. The city administration of Pandang and the Indonesian ministry for Research and Development are partners for implementation of the "Last-mile" results.
